TTW breaks mouse lock, sometimes?

I've having a weird issue where the 'Prevent inactive window scrolling' setting in Stewie Tweaks doesn't always work. Between game restarts the setting just stops working and I'm able to move the mouse onto my other monitor and scroll whatever window I land on, however, the other settings do work. While trying to figure out what could be causing mouse lock to stop working when nothing has changed I started disabling mods and re-activating them one at a time and mouse lock worked for every mod except TTW as soon as I enabled TTW mouse lock stopped working. I don't know if TTW is the cause but it is the only mod that mouse lock did not work with although as I stated above it can work sometimes but it does work every time without TTW. Hopefully someone here has the expertise to figure out what is going on here.
