The Pint-Sized Slasher Mask from Point Lookout Dlc
I just got the pint-sized slasher mask and idk if this is a known issue or a bug, but it makes the players neck invisible leaving a big gap between the head and shoulders. Some armors hide this but many do not and without armor its worse. Just thought I should let you guys know just in case.

I'm not sure what you mean. It looks fine to me.

Although I have to admit that I have seen such issue as you describe with another item from another mod (Grime's Mask from Alton, IL), which incorrectly uses the "head" biped flag, just like the Slasher mask does. This causes the head to disappear:

Replacing the "head" biped flag on Grime's Mask with something appropriate, like "hair", fixed the issue:

Maybe the "head" flag on the Slasher mask should be removed as well, in order to avoid such issue.

Your second picture looks like what's happening with the slasher mask. but idk why yours is working but mine is not. maybe because you are using a body mod idk? I am using Two Wastelands Redesigned by mod author Drithius, I wonder if that could be causing the issue for me.
Edit: So I tried it without mods but still seems to be happening so idk.

You can remove the "head" biped flag from the Slasher mask and see if that helps. Originally it didn't have this flag, TTW added it. I don't know why. Maybe there were some clipping issues.

That should have already been fixed, dunno why it got reverted.

Also Roy I noticed the desert ranger armor, ncr ranger armor, and the regular riot gear are using the power armor holster animation. The advanced riot gear and elite riot gear are using the regular holster animations though. It looks strange with them having the rifles and weapons holstered on the back like that with those armors.

There's been some internal argument about the change to "has backpack" and things have been altered sometimes.
Which armors are missing it now?

I noticed the Desert Ranger armor, Ncr Veteran Ranger armor, and Regular Riot Armor from Lonesome Road DLC. And a couple others that I cant remember, but it looks strange for those armors. The other Riot armors are using there normal Holster Positions. I thought The has backpack was only for power armors?

There are more such helmets, which cover the whole head, have the "head" biped flag and cause problems at some point. I'm not sure if this can be properly solved.
Here is an example of the "Raider Wastehound Helmet" (00078645). I just blew off the head of that raider (no problems visible with the head still intact).
Incorrect look with the "head" biped flag:

Correct look after I removed the "head" biped flag from the helmet:

It's not as easy as removing the "head" biped flag from all helmets, because for some it is required to prevent clipping, for example the "Winterized Combat Helmet" (0700C18C) from Operation Anchorage.

That's a bug in the engine for those with dismemberment and skinning and how meat caps work, can't be fixed, we tried. The masks also turn inside out because of the bone.
