Stuck on starting SPECIAL stats, pls halp

I'm reading in circles and can't find any concrete advice on builds online. What's an advantageous SPECIAL build to start with for a stealth guns / laser rifle build for combat? Also trying to get speech checks and not miss out on anything good. I see this overhaul treats perks and SPECIAL stats a bit differently so any advice on this would be awesome, thanks!
