FO3 Vault Birthday Party Scripted scenes broken. TTW v3.3.2

Just started a new playthrough and in the birthday party section of the Vault intro in fallout 3 many of the scripted interactions appear to be broken or looping with TTW v3.3.2
Most notably the interactions between butch and his friends, and butch's scripted interaction with the player upon receiving the sweet roll from palmer.

Butch and the other boys keep looping the same dialog scene "Hay Wally lets see if you can come up with a name" and the response.
They will loop this scene indefinitely to the point where butch wont be able to interact with the player with any of the passive dialog when interacting with him, his responses will get cut off mid sentence and start the "Hay Wally" scene all over again.
He will also completely fail to confront the player over the sweet roll given by Ms Palmer.

Also upon first gaining control of the PC after the scripted scene with the overseer handing over your pipboy and speaking to Amata, none of the scenes will play until after the mr handy cuts the cake, at wich point all of the other scenes will start playing all at once over top of each other.
If you dont walk over to the other side of the room, none of the scenes will play and all of the npcs will be rooted inplace and silent.

Lastly, the intercom scene with Dad will play extremely quickly after the Mr. handy cuts the cake.
in less then 30 seconds after the cake being cut, regardless of if any of the other scenes have completed or any of the npc's talked to, the intercom msg from Joanas will play and Dad will approach you about the "surprise".

tested on a clean unmodded save and confirmed to happen multiple times in a row, even with new characters.

After doing more testing if you talk to lady palmer first, before the Mr Handy has a chance to cut the cake, Butch will correctly confront you about the sweetroll and from then on his scenes with the other boys will play correctly.
(albeit still playing over top the other interaction scenes going on in the room)

Dad will still get up and go to the intercom 30 secends after the Handy cuts the cake regardless.
I remember he used to wait until after you had spoken to the other guests or a long enough time had passed, not sure if my memory is just faulty.

it seams the issues arent limited to the birthday party scene.

I completed the intro sequence up untill the point where you need to flee the vault and escape, when i got up to the location of the cafeteria i found Officer Gomez stuck phased into the wall of the room floating.
This is not anywhere close to where he is supposed to be placed for this sequence of the vault, being right outside the clinic where your Dad worked.

I think something got seriously funked up with the recent update.

That's pretty weird.
I've done the whole Vault 101 probably around 30-40 times total in TTW 3.3.2, including both before and after the public release and I never saw anything like that happening.

So I just tested it two more times now to see what's going on and it still worked fine.

i dont know what to say other then i was able to replicate the issues more then a half dozen times in a row all on clean unmodded saves, starting the game over from scratch with new characters.

the issues seam to be limited to the intro and ive had no issues since leaving the vault, so maybe its just a case of fallout being fallout ¯\_(:/)_/¯

Well since you are the only person ever reporting all these very very strange weird issues, I think it's your setup/machine.
