I've noticed Three Dog's radio dialog and "The Adventures of Herbert Daring Dashwood" are rather quiet compared to the music. I don't know if it's an intentional choice, but it does get annoying having to constantly mess with the radio volume slider so my ears stop getting blown out.
So if there's something I can do to fix it on my side I'd love to hear it. Overwise I can just deal with it.

I assume that you are talking about the pipboy radio that is too loud, right? Radios around the world are good?
There are multiple music files for each song in "sound\songs\<radio station>". The ones without the "_mono" suffix are played on the pipboy. You could use one of the many audio tools available to lower the sound volume of these files.

Yeah, it's the Pip-Boy radio.
Reducing the music volume is probably the easier solution than trying to batch normalize all of Three Dog's radio dialog.
