I'm currently playing through the most up to date version of TTW, and for some reason the survival bobblehead is not being registered as a proper bobblehead. It says that I have no bobbleheads in my inventory, despite me having the perk and the bobblehead in my inventory. Any help is welcomed.

The thing is that TTW 3.3 replaced the Big Guns bobblehead with a new Survival bobblehead. I have the same problem, which is caused by TTW Interiors Project. It modifies the bobblehead stands.
Do the following in the console to fix this in your game:
Then activate the stand again. The Survival bobblehead should now be displayed.
Use this command to remove the bobblehead from your inventory. This would be done automatically if TTW Interiors was compatible with TTW 3.3.
Further details and explanation
When activating the display stand in Megaton for example, the "BobbleheadDisplayMegatonScript" is supposed to run. It checks the following variables:
BH01.Carrying <- this gets set to 1 when the player picks up a bobblehead
BH01.HaveSUR <- this gets set to 1 when the Survival bobblehead is picked up
In TTW Interiors Project the script has been replaced by another script that uses the old "BH01.HaveBGUN" variable (previously used for Big Guns). This variable is not set to 1 and therefore the bobblehead is not enabled when the script runs.
TTW Interiors Project needs to be updated to reflect the Big Guns/Survival bobblehead change in TTW 3.3.
People using Underground Hideout New Vegas will have the same problem. Survival bobblehead will not work for them either.
Do the following in the console to fix this in your game:
