Level scaling question
Is it me or do all the enemies get tougher past level 20? I'm using an Automatic rifle loaded with JSP ammo, which deals around 45+ damage at good condition and 35+ damage at poor condition, and the entire Vault 87-Raven Rock section took me over 1300 rounds of ammo I only missed around 1-8th of my shots, so I'm wondering why they're so spongy when I'm using one of the most powerful autonatic weapons in the game

Because DT, high DPS low base DAM weapons have always been like that.
This is one of the reason we lowered the DT on all armors, and also re-instituted DR.
And yes the game scales to level 22.

Also wrong ammo choice. Antiarmored tactics require ap rounds. Jsp rounds is basically lesser version of hp. You would do better using 308ap, or heck minigun in raven rocks with their PA level of dtdr. Normal 5mm rounds would cost 8-9 and ap rounds being 3-4
