unable to get perks per level in hardcore

i have been seeking a solution for the last few hours and i've come up empty. i always played with 2 perks per level via mods, and now with the release of 3.3 i am completely unable to make this to happen. i have tried stewies tweaks, mods specifcally for countering the setting, perk per level mods, and even editing ini files myself. nothing is working. i'm not going to express too much but i am very frustrated by this and am seeking help in finding a solution if someone would be kind enough to help me. it's ruining my game experience being unable to do this.
