Vault 101 PA system in Trouble on the Homefront

During Trouble on the Homefront, the Vault 101 PA system was supposed to broadcast its usual PSA and music, but with a special announcement from the overseer. However, apparently they forgot to put this in the quest's script that initializes when the quest starts, thus the PA system will play nothing and the announcement can never be heard.
