MO2 and the NV data folder
I'm no stranger to modding and using Mod Organizer but I ran into some confusion while using Wasteland Survival Guides V3.3 installation..
I can't, for the life of me, figure out how to tell Mod Organizer 2 to run using the data files from the TTW install. I created a new instance using TTW but of course this defaults to New Vegas Steam Folder because that's where the .EXE is. I also tried adding the TTW install files to the TTW MO2 instance mod folder but that didn't work either.
I know I'm missing something obvious but I can't put my finger on it.

In item 4, you have to create a folder for the mod in MO2, you can go directly in the MO2 directory and create there, or in the MO2 app, on the Left Panel(Mods) right click on an empty space and then click on "All Mods>Create Empty Mod Above" and name it to Tale of Two Wastelands or any other name you wish.
Then, right click on this new mod folder and then click on "Open in explorer". After you open the mod folder, copy it's directory.
In item 7, paste the directory to the Tale Of Two Wastelands field in the TTW Installer and then install the mod.
After you're done with the installation, go to MO2 and enable the Tale of Two Wastelands mod in the Left Panel and check if all plugins are enabled in the Right Panel (Plugins).
If you already installed it, you need to find where the files are and transfer them to the directory created above.

Yes, that's the step I'm stuck at. So I have to create this folder from within MO2 itself? My file structure is a little different than the guide suggests (I'm using my D drive instead of C).
I have no "Mods" folder. It's just "D:\Mod Organizer 2\Tale of Two Wastelands"
The Tale of Two Wastelands folder is where I installed the game.
I've used this structure for years with MO2 so I don't think it's that.

Doing the second thing in the picture should unambiguously take you directly to your mods folder, and Tale of Two Wastelands needs to be installed in its own folder inside there, like literally any other mod in MO2.
You can click Settings/Paths if you are unable to understand or visualize how your MO2 folders work.

Like all the other MO2 folders, the mods folder is set to a relative path based on and contained within whatever you have set as the base MO2 folder.
So in my case, my mods folder is C:/Modding/Wasteland Survival Guide/mods and there is no reason I would have to manually create it.
It concerns me that you are talking about the FNV data folder at all actually; it's important to note that mods don't go in there. Manual installs would defeat the purpose of using a mod manager.
Everything girapomba said is good advice too and should make this super simple, if you need any further help join the Discord for more prompt help.

As I've said, I've never had issues with using MO2 before and I've used it on multiple Bethesda games for years correctly.
I want to clarify, I am not modifying anything in the base game data folders. I think I have a misunderstanding of how Tale of Two Wastelands is treated by Mod Organizer. I was under the impression that TTW becomes its own game but MO runs it through NV.
You're saying it's the other way around. I'm creating an instance of New Vegas and adding TTW to the mod list just like any other mod, right?

Treat TTW as a normal mod. The instance still directs to New Vegas as TTW is still a New Vegas mod.
