I'm assuming it would be out of the question to make Mothership Zeta Wild Wasteland only?
Personally, I would suggest we take some ideas from the original Fallout and Fallout 2. There are some random encounters and certain unique things that we could integrate into FO3. An example is the pariah dog: http://fallout.wikia.com/wiki/Pariah
or even say a talking Deathclaw, near the base of the supermutants, in FO2 there was a talking deathclaw companion called Goris: http://fallout.wikia.com/wiki/Goris
There are a lot of little things that you can take from the originals into FO3. Least that's my opinion.
I agree with Computerrock1 about getting some ideas from older fallout games.
I can see for example a brotherhood outcast with his rusted armor begging for some oil: http://fallout.wikia.com/wiki/Tin_Man (or maybe a dead outcast with his hand trying to reach a nearby oil can.) we could get a useless unique item from this encounter (oil can, just like fallout 2).
Even though fallout tactics is considered semi-canon I liked some of the special encounters there, for example:

There are so many fun things that could be added from the original series.

This one involves a community of forum posters fighting a notorious spammer of said forum board, now I don't believe we have any spammers on this board but it would be cool to add some of the more active forum posters in TTW Wild Wasteland in a similar scenario.

Instead of a conversation with the "Chosen One" we can have the original vault dweller arguing with the lone wanderer.

We can place him/her over where Agatha lives, at least I think there is a bridge over to her house, I may be wrong.
The only problem I thought about making wild wasteland special encounters is that they would have to have no voices, because it would be all non vanilla dialogues.
I am quite fine with that, but other users might not feel attracted to the idea as much.

any Monty Python references are good and welcome in my opinion.
Just thinking of Monty Python, in "The life of Brian" movie there is a part where the main character (Brian) falls and get a ride on a UFO that passes by, maybe we could make a male body near the ufo crash in DC called Brian or something as a wild wasteland feature.
The Bridgekeeper was my favorite random encounter from Fallout 2. The obscenely overpowered robes were awesome as well (if I remember correctly, the Bridgekeepers Robes had comparable armor value to combat armor. I remember using them until late in the game before upgrading to advanced power armor). And while the bridge to Agathas house is a little too heavily used for a Wild Wasteland site, there are a couple bridges near the Deathclaw Sanctuary that I think would work well.
Thinking about the mod I am currently working on at the moment I am not really glad about the idea to include Fallout 1 random Encounter in TTW. Would be boring to get the same encounter twice.
I am inclined to agree with you sesom, I would prefer not to reuse old encounters and instead try to come up with brand new wild wasteland encounters.
Just an idea here, I don´t mind if you think that it is bad :)
I just thought that FO:3 already has some content, which is more "wacky" in relation to F:NV without wild wasteland. Would it be a possibility to change this trait for FO:3 to work exactly opposite, like "serious wasteland"? This way everyone still could have the classic "wacky" experience but you could also have the more serious one. Otherwise we would have the classic "wacky" and the "even more wacky" version.
To give an example you could change the Nukalurks to mirelurks with the "serious wasteland" trait.
If this is a bad idea please don´t shoot me, this was just me thinking :)
