I'm really iffy on adding brand new content when there's plenty of Wacky Encounters in Vanilla FO3 that could be put on the WW system.

For what it's worth, my
For what it's worth, my memory of Fallout 3's content is that there's a TON of "wacky" content that could be folded into Wild Wasteland. I was actually considering doing it way back in the early days of RFCW, but there were more pressing issues at the time.
A lot of it is random dialog and comments, like Brian Wilks saying he knows what a TV dinner feels like when he's in the Preservation Shelter (Die Hard reference). There's several other things like the Plunger Room, though I'd be hard pressed to remember them now. Fortunately, wandering through the CW is a great way to find those things.
Regardless, if you total up all the pop culture references and oddball placements of things, there's WAY more WW-qualifying stuff in FO3 than there is in FNV. We don't need to add anything to make the perk have an impact.

One of the first things I see
One of the first things I see in this thread is bout talking Deathclaws, which is awesome.
If you guys had the time you could just add a small group in due to the way the Enclave experiments are described in Fo2. The intelligence part of their genetics are forcibly dominant, and there is at least one intelligent Deathclaw that makes it away alive, so it isn't unlikely that they could pass on that particular gene. Just a thought.

Ok guys, i have done quite a bit of research and i have come up with an idea that links the two games. An elderly NCR Veteran in a makeshift house who decided one day to leave the NCR and travel to Washington D.C. I just looked on google maps and walking non-stop from the strip to the white house, passing through Denver, Kansas City, St. Louis, Indianapolis, Cincinnati before finally reaching the capitol wasteland would take 35 days. So we could make the journey about a year or so. He was one of the first troops dispatched to the Mojave region in 2253, so could say he was born in 2225, and deserted from the NCR in 2255 or retired from service in 2260. Someone could voice act him, give the script to a group of volunteers and the best sounding one gets put in. Now for his dialogue, he could say about some of the events of fallout 2, since that happened 2241-42 and he would have been a teenager at the time and heard about the Chosen one's adventures. He could also say he signed up at the age of 18 and fought in the NCR-Enclave war and how the radio on the eyebots reminds him of back west. He could say about the death of president Tandi. He would also have to describe any notable places he traveled through. There isn't much information on the wiki regarding the NCR-BOS war so he can say he doesn't know much about it. Basically, this man is an insight into the events of Fallout 2 and major events up to when he left the west. He can also say about the high presence of BOS in the midwest due to the events of Fallout: Tactics. Mainly, all this encounter would need is to dress the guy up appropriately and someone to voice act and lip-sync. You could stick him in underworld since that's a neutral settlement, and requires some travelling. Maybe he could be a part of the mod without Wild Wasteland?

I got a stupid one! Gives the Victory Rifle the Grunt Birthday Party effect from Halo. AKA, in Halo, when it's on, if you shoot somebody in the head, their blood is instead confetti, but for our purposes we could change the impact effect to an altered Gauss Rifle effect to look like exploding confetti. Fun!

What about making a random
What about making a random android NPC to refer back to the Railroad. You could put notes on terminals saying there's an android on the loose. When you see him the Wild Wasteland icon could pop up indicating that he is the android.
