I think you should just be
I think you should just be able to select wild wasteland while starting in DC. It doesn't take effect until you reach Vegas.
And that's it. Anything else is kinda non-vanilla.

How about putting a non
How about putting a non-aggressive giant rat called "Mickey" between the steering wheel and the chair in the riverboat to point lookout? Sounds easy and wouldn't break immersion in my opinion (could be a pet for the captain, after all people have yao guai, giant ants and others have molerats as pets).

My thought as well. FO3 has plenty of random encounters. Just convert a couple of the really weird ones to WW and maybe add some static stuff around too.
How many WW locations are even in FNV? I don't think that FO3 needs that many. The random encounters are pretty good as is, and the game has enough of the "wacky" stuff. Plunger sewer anyone?

Can you imagine fighting between aliens and lobotomies? Wierdest stuff ever. I think this should be something like traditional random encounter. You could just give those men broken teleport pistols.
On the other hand why we couldn't give more respect to Bethesda & Obsidian and create their teams as ghouls. Avellone had apprience in fallout 1 so this isn't that strange. We still got Bethesda ruins and we could make a little vault in Vegas for Obsidian.
No big Ideas about "serious wasteland" except name: "Hell is my home". I don't think that player shouldn't be able to pick only one. Wild Wasteland give us some laugh but fallout 3 and Vegas already have the dark tone (Ok CW looks darker but Legion is more cruel than any faction in DC). I think both traits should work on both areas. We could give some NPCs in Mojave strange meat. Show NCR soldiers shooting innocent people?

There could be a reference to COD Zombies using the train method, one of the stops could have a bunch of ghouls and have an ammo box that once activated has the script of the OA ammo dispensers, and says MAX AMMO
