Can't launch into Fallout 3 with TTW 3.3

When I launch TTW the main menu is correct but when I start a new game it goes directly into New Vegas with no option to start at Fo3 like earlier versions.

I have tried both launching with and without extra mods and it always results it the previously stated problem
