Combat Shotgun Can't Use Mod

After traveling to the Capital Wasteland I finally found weapon mods for the Combat Shotgun. Unfortunately for me the game has indicated to me that I can't equip mods to the Combat Shotgun. In game I know that 2 versions of the Combat Shotgun exist, a 12 gauge and 20 gauge, one of them comes from Weapons.of.the.New.Millenia.esm and that one can't be modded. Both of these weapons share the same texture and they both can't be modded.

Is there a way to get one these weapons to equip weapon mods?

You need to start over. You have mod's that arent compatible.

I unistalled Weapons.of.the.New.Millenia and it's patches. I then installed Weapon of the New Millenia and Friends. Everything has been good so far.
