I was trying to loadup Fallout 3 as an active file in the GECK because I wanted to make a simple mod which modified the bomb in Megaton. The GECK would become unresponsive every single time I would set Fallout 3, New Vegas, or their original files as active files. On the Discord, Kazopert told me:

That modifies the original ESM
You want to make that ESM a master
So select the plugins you want and then, without setting an active file, save
that makes a new plugin
