Brand new to TTW, instead of searching through dozens and dozens of posts, going to ask a couple of questions. Starting is TTW is overwhelming.
If there is a TTW mod that covers mainly FO3 stuff, does that mean I can install the NV version as well? For instance, there is an Animated Wasteland for TTW, and it covers DC. Then there are NV Animated Wasteland mods for NV areas. Same with weapons, clothes, etc.?
If that is incorrect, how do we benefit from TTW mods and NV mods? I am keeping up with incompatible mods. A user called Sinistar has an awesome guide for FONV; the stability section is extremely used fully. Can any of that be used?

Depends on the mod. You will need to read and follow the install instructions. It requires to download several versions of the mod and merge them, delete their esp files and then use the one that comes with that TTW version.
Like I mentioned before, this depends on the modder/mod. So it's impossible to have a proper answer, since there's so many mods out there.
Never and I mean NEVER follow a Sinitar modding guide. Sinitar's guides are proven to cause problems for the users. Contain broken and outdated mods, and when your game breaks, Sinitar will only try to help if there's any financial incentive involved (and that is only if he doesn't insult and then outright ban you from his "communities"). The best FNV guide is called Viva New Vegas and the best TTW guide is made by the same author and called The Best of Times.

Thing is there is no ultimate guide for you in this matter. The best of time and viva new vegas just help you started.
You gotta learn for yourself which suit you most and whether does it work in ttw. Like, there is an animated maize mod which is recent thus later than 322. However it is replacer so if you replace it in your game it will work where it should: say ttw does introduce a few patch of maize to help the scenery in dc.
A tiny number of f3 mods does work in ttw but they are mostly simple things. The more complex they are the.more certain they wont work

Thanks so much for the reply; it was very helpful. What you are saying about Sinister's guide makes a lot of sense. I have tried following the guide four times, thinking I was making a mistake each time. Damn so glad you said that. One final question, I don't really like dealing with MO2 and the whole virtual folder thing. NMM has been updated consistently since Nexus went to Vortex. I like the simplicity of NMM; can it be used. Defiantly not a deal-breaker, just wondering. See you in Discord from now on.

Unfortunately, NMM and Vortex make it hard to properly mod the game, since there's no conflict resolution possible (they overwrite files automatically) it also doesn't allows to manage the load order properly.
For this reason there's not many TTW users using anything else besides MO2. Which means that no one will be able to help if you use a different mod manager and need help with something.
MO2 is the safest and best way of modding these games to date. I think it's possible to install TTW using Vortex, but if something goes wrong, TTW (and probably other mods) will need to be reinstalled from scratch again.
I don't like to tell people which Mod Manager to use (and I wont), but MO2 is the recommended one for very good reasons.

I can tell you straight, as a lazy player who really dont want to mess with mods unless i have to, that MO2 is absolutely needed to play ttw.
At its most basix configuration, a ttw is a combo of 10+ modules including f3 game and dlc. You have to learn to use mo2 to play ttw.
Then there is a few absolute mods you want to get or dc would be quite empty to play (that it affect gameplay perception) . Most basic would be awop4f03. More complex would be dc interior. Even more complex would be ttw interiors.
Etc and etc... saying you dont like mo2 or the like wont cut it.
