Charon won't kill Ahzrukhal

I've tried both purchasing the contract and killing Greta. Charon will mention that he's no longer under contract but Ahzrukhal won't reply no matter what I do. Tried resetting them both, advancing the quest through the console (probably have the wrong codes) etc and nothing works.
