Nuka Cola Quantum glow hdr issue

Hi guys! Longtime fan and user of TTW... I installed TTW on a new machine for the first time in years and this time I went through and followed The Best of Times guide to install TTW. It is working wonderfully except for when I discovered a Nuka Cola Quantum... There was no distinct blue glow like I am used to seeing and I realized I may have not enabled hdr in the settings when first setting New Vegas up. Now when I change my New Vegas settings it doesn't affect TTW.

Does anyone know how to go about enabling HDR in TTW so I can see that beautiful blue glow of a Nuka Cola Quantum?

Are you changing the game's settings through your Mod Organizer 2? You have to do this, because MO2 uses it's own set of ini files.

I'm assuming you're using MO2 since you mentioned following the guide.
