TTW disables rain effect
I noticed the quest to enable Honest Hearts' rain effect was disabled in TTW. I don't know why, but why don't you change it back?

Because it runs all the time, and reduces frame rate considerably. It's switched on and off when you enter/leave the DLC.

Terrain of Zion is more like Capital Wasteland, as in, up and down all the time. So its load feel considerably higher than Mojave, which is flat as pancake in half its acreage.
I would rather reserve computer's resource for raising number of spawns, rather than wasting it in useless weather like rains.

Alright, then. It's a shame though, because Honest Hearts marked New Vegas the first game to introduce rain, only to be used for a single worldspace for that DLC instead of for the main wasteland.

If you want it to rain in other worldspaces, that's what weather mods are for.
Produces the programming equivalent of coffee stains.

Is that so? I have personal mods adding the rain effect to the main game area for both New Vegas and Tale of Two Wastelands, along with using a mod fixing rain not appearing in areas with low elevation. I even took a few screenshots I meant to use if I get to release it on the Nexus.

That is so. As Roy said, the rain effect was Zion only. If you made a mod that added it to other worldspaces, good for you. There's no reason for them to change TTW so the rain effect runs the way it used to.
