The last pc I had when I was playing this, I know there were weapon mods for FO3 items. However, I haven't seen anything yet on this playthrough. Is this a level thing or is this somewhat related to my load order that I will past below. It's not a massive deal, I've played FO3 before, however I don't like it when my setup does something that I know it shouldn't.

They normally are just for sale in a few places. You can make npc's have a chance to have modded-weapons with an ini setting in JIP LN, though. in jip_nvse.ini find "bNPCWeaponMods=0" and change it to 1

At early level Moira dont seem to sell any. later on, she did sell.
Anyway, you can just follow main quest normally and get to Museum of history. The ghoul shop does have mods.

Ah ok this is good to know! I haven't gone much in the direction of DC and am only level 8. I will keep a look out!
Edit: I went to Evergreen Mills and traded with Jack and he did indeed have some weapon mods. So, ok, that's good to know. I figured more gun heavy merchants would have it.
