I started game from D.C and got level 24. And then, Pipboy says 'you've reached max level.' I can't get any exp, and any perk.
I got to mojave today, and loaded all DLC, game says 'All dlc is loaded. Level limitation increased.' But it didn't.
Every setting is ineffective.

Solved. That was a conflict with newly updated jsawyer ultimate. I think TTW compatibility patch is too old to work.
