Tenpenny Tower quest problem

I've run into a pretty strange bug. I tried to blitz through the main quest and get to the Broken Steel without having Albinos and Reavers all over the Wasteland. So, I just ran straight to the 112, then to the Rivet City, Purifier, Vault 87, the main quest, yaknow.
I did not take any quests, did not meet Mr. Burke, and didn't visit the Tower. So I finished Fallout 3 at level 12, went straight to the Tower, killed Roy next to the Intercom, took the quest from Gustavo and completed it by killing all the remaining ghouls.
NOW, here's when strange stuff started happening. I went to the suite and to the casino only to find that the Casino is filled with ghouls. I went back to Gustavo and he said he doesn't know how I managed to get the ghouls inside as if I sided with Roy and helped the ghouls.
What is going on? What is to blame? Did any of you notice this bug before? I completed this quest in my previous walkthrough before the main Fallout 3 quest and everything was fine including the Tenpenny Casino.

I don't think the humans are going to be exterminated. I also don't think that completing the main quest will let the ghouls in.

I think that's a bug in TTW Interiors, and only affects the Casino. The Casino is also from the TTW Interiors, so it shouldn't affect anything else about the humans and Tenpenny Tower.

Well, this was not the case during my first playthrough. The Casino had normal Tenpenny residents. That’s why I was so surprised. And yeah, it seems to only affect the Casino but Gustavo makes that remark about letting ghouls in and he keeps standing next to the Intercom instead of sitting in the lobby.
Can disarming the Megaton nuke before doing the Tower quest help?

An update - shit broke the game. I kid you not. I tried loading the save files from previous walkthroughs. Gustavo doesn't greet the LW the way he did (those '"you did good, soldier" lines) but gives a remark on how we let the ghouls in and then just says "What" every time. You may say it's such a minor and small thing but it is NOT because that was not happening before and DEFINITELY must not start happening with a different save file. It makes exactly zero sense.
