This has been an issue in vanilla Fallout 3 already. Many NPCs such as Walter, Billy Creel, etc just randomly disappear and turn up below Springvale School. Something about them losing their AI walking cycle. This usually starts happening days after entering Megaton. I just now went to that 0,0 cordinate and found like 7 people there having a chat, lol. I usually tp there fast to give walter my scrap metal, HAHAHA.
I was just wondering if this will ever get fixed? I know its a vanilla problem but maybe the TTW devs can fix this?

But I bet its a known problem anyway. I mean I almost always run into this issue every playthrough eventually.
I dont know if this also happens for other NPCs in the game but I always notice it in Megaton.

Never seen it or heard of it from anyone. 6 years with TTW now, countless thousands of hours.
This bug is clearly caused by mods or game settings that shouldn't be altered.

The page he linked to even says it was fixed in all versions in Fallout 3 v1.1.

I can say that I also never had this problem in TTW either. Since I test TTW, I never install any mods.
So I can say that in my experience (testing TTW since 2012) this issue never happened in vanilla TTW.
