Question about the tale of two wastelands mod
I have both games, goty and ultimate, but i started with fonv and wanted to take my character over in fo3. So is this possible? Do the enemies scale up in fo3 because my character will be high lvl when i finished fnv?

If the save is FONV without TTW, no, you can't use that with TTW. You can start TTW in the Mojave and then ride the train to DC if that's what you prefer, but it's really geared around starting in DC and then going to the Mojave as NV takes place years after FO3.
And yes, levels gained in one wasteland affects the other. If you get to level 30 in the Mojave and then go to DC, you'll face level 30 threats just as if you leveled up to 30 in DC. The leveled lists in the game don't care where you earned the level, only that you are at or above a certain level.
