Damage issue

Ive been playing ttw and enemis that are supposed to be hostile arent, and when i trief to fight mr burke in megaton, i couldnt open vats and lucas simms and i were doing no damage to him. The only enemy i can kill is a radroach but everyone else is broken?

Something in your load order is breaking the game. You need to post a load order if you want help.
Produces the programming equivalent of coffee stains.
