Sergeant RL-3
Cannot be gotten even if you have gotten the Charisma bobble which says you can recruit any companion regardless of karma ...im sure it just a oversight but will this be patched in the next patch i mean i want to be able to recruit all of the Companions :3

Are you trying to recruit him while you also have another animal/robot companion (ED-E, Rex, Dogmeat) with you?
Sgt RL-3 counts as a critter, so it can't be recruited when the player already has another critter with them. If you do have a critter companion, you have to "fire" them to be able to hire RL-3.
