Serious issues when installing.
Both my games are fresh installed so I know that’s not my issue but around 11000 never goes past this point the installer crashes into the blue screen of death whea error my PC is running a RTX 2080 Ti I79800x and all my drivers and updates are as up to date as you can get and this is the only thing not working on my PC so I can’t install it it’s worked fine on my pc as of last year so I have no idea what the problem would be now.

You have insufficient cooling for your CPU. Better check your cooler. Run the installer in single threaded mode to avoid overheating if you can't fix it.

Why would I have issues with cpu overheating when my entire pc only gets to about at its hottest 80 something degrees wich is around normal? This makes 0 sense sorry to say I’m reading online and Windows is breaking people’s copies of Fallout 3 on steam this was after looking into it so I’m theory is it not possible this is why?

Our installer has nothing to do that, and what gets 80 degrees, ambient? cpu temp? BSODs are when the cpu reaches tjmax and the system shuts down to prevent damage.
As I said, there is a way to run the installer in single threaded mode, check the FAQ.

I’m not here to argue bro when I know it’s not my pc getting to hot if you don’t want to help fine I am just letting you know what I am seeing and honestly it’s only at 32 temp right now after trying it again it has nothing to do with heat as far as I can see it’s not the mods fault it’s windows 10 over a simple glance from others on here and everywhere I know my pc temps and it’s never went above 80 on anything you mentioned and that’s modern games that require more to run hardware wise I appreciate your mod it’s the definitive way to play both but since your so keen to blame heat being my issue despite the blame is probably on something else other then your mod to begin with instead of coming down to figure out if windows is possibly breaking things I won’t use it I know my hardware bro and I know what is breaking and can confirm Fallout 3 isn’t functioning well at all on steam and I am looking for a fix since I clearly won’t get it here and I’m clearly as of this month far from the only one experiencing issues if you pay attention many are and I find it a slight but insulting you go straight to blaming hardware instead of doing a simple google search

Good god man, use some punctuation.
The fact FO3 won't run correctly under Windows 10 is irrelevant to this issue as it's not FO3 you're trying to run. What the installer does is makes it possible to dump all of FO3 on top of FNV as a mod.
A BSOD like that could also be caused by some bad/incompatible ram. Had an issue like that on a PC when I stuffed some Corsair LPX I had lying around because I was too lazy to buy ram approved by the motherboard manufacturer.

When installing, you hit the point where it transcodes all the audio, which will use all cores at 100% while doing so. This can break many PCs that otherwise seem stable. That's what Roy was trying to point out - just make sure the installer only uses one core and it will take longer, but not overstress the system when it gets to the point of processing all those audio files. This isn't common, but we've seen it several times in the past. There's several threads on the installer crashing at this point, and the solution was always restrict the installer to a single core.

The installer is more taxing than any game by far, as jlf said, when transcoding audio it runs all cores at 100% and your computer IS overheating and shutting down. Either run the installer in single threaded mode to prevent this from happening, or just don't use TTW. It has absolutely nothing to do with windows 10.

If the problem is overheating, the actual solution would be cleaning his PC and replacing the thermal paste on the CPU cooler.
