VATS Hit Chance is Too High
Just did a fresh install of 3.2.2. The only mod I have installed right now is NMC's texture pack and YUPTTW. Started in New Vegas, entered VATS for the first time, and I noticed the chance to hit was all 95. Backed up quite a bit, and the chance fell to 89 for the Torso only and everything else remained at 95. Tried disabling YUPTTW, but that didn't change anything. Went into the console and changed my Strength and Guns skill to 1, and the chance to hit was still 95. Haven't found anyone with the same issue.
Does anyone know what's going on or how I can at least nerf this within my game?

I'm assuming it isn't a TTW bug seeing as nobody else has the issue. I'm looking to find where VATS gets calculated to see if there are any conflicts

I'll have a test with a fresh game, I don't normally use VATS so may not have noticed. I'll parity check with Fallout 3 as well.

I'm going to reinstall. Maybe it was a one time thing. Never seen it before. Haven't used VATS much in the past, but I would think that a level one character shouldn't have that high of a chance to hit with any weapon.

Did a clean install, not sure if it helped. Made a character with Strength, Perception, and Agility 1. Also a Guns skill of 5.
Does this seem like what the chance to hit should be? It feels high, but I use VATS so little, so I wouldn't really know.

Well we didn't change the base VATS to hit chance on weapons either, so seems pretty normal to me.

An NPC not running, in clear view, and nearby... seems like those values are about right for the skills you mention.

I just started a new totally vanilla FNV game (I just installed it on a new computer) and I only have a Guns skill of 4, using a character with the same 1 STR, 1 PER and 1 AGL and I had better hit chance than in your case

Does that feel too high? I've never really been a fan of VATS so I've never used it until now, but wanted to give it a try after so many years. Those are good odds to hit with absolutely no skill using weapons and no Agility, Perception, or Strength. Note only still targets at close range, it also happens with the Geckos at the well during the tutorial. The ones behind the grass that come running at you. The one here is the furthest away of the three.
