Good news. This problem is FIXED. I no longer suffer from this problem. I have no idea what it was though. I recently picked that modbuild up again (Thanks to Mod Organizer and backups) and updated all mods with new updates and added the mod "Mod Limit Fix". I removed OneTweak and ENB since I dont need them anymore.

Yes you read correct, I DONT need them anymore. I dont crash or run out of RAM anymore, even with the same textures and all. I dont know why but maybe NVTF added such functions in the past 5 months. Or any of the other updated mods did such as xNVSE, IStewieAI's Tweaks or that new Mod Limit Fix. I removed OneTweak since I prefer playing in fullscreen D3D9X NVTF mode, feels smoother and way more performant, maybe this also fixed crashes and such since it seems to fix something with mirroring textures into RAM, no idea though.

ENB I removed since I obviously dont need that Ram workaround anymore and I didn't use anything else of the features aside of anti aliasing, but only because ENB broke the ingame one. I actually play with 2x2 or 3x3 Supersampling Nvidia Inspector mode now and it looks GORGEOUS. Even put HBAO+ on top because without ENB its not broken, muahaha. ENB free life, AH YESSSS. I always hated it. Dont know why anybody would use it. The graphic effects also look horrible and absolutely kill the engine performance. To each their own I guess.

Thought I might just give this an update. NVTF is like viagra for the engine it seems. Assuming it is the main reason I fixed the problem. Absolutely stunning what the modders pull off recently.
