Since Tale of Two Wastelands is legal because it doesn't port anything, but merely provides an installer provided YOU own the two games, is it possible that more installers could be made?
In this case, for YEARS I've been wanting to more real animals in all three of the modern Fallout games. IN THEORY, could someone make an installer that required the Oblivion.BSA file, and though you couldn't play Oblivion, you could them build mods to mine the assets and put in this case, wild horses and boars and deer and mountain lions into Fallout 3/Vegas? Well do it and be legal in the sense that TTW is legal?
This is especially important because I have permission (written and really this is everyone, but I have written permission) in theory to port the Animalica mod from Skyrim

If I had an installer, I own both Oblivion and Skyrim.
If not, I'd like to know why, not as protest, but simply for clarification.
