Clarification about modding, please?
So I only just learned about TTW. A friend pointed me to it cause I can't get Fallout 3 to work properly. I'd like to use a handful of mods on NV, but I'm not sure if I'll be able to with TTW on board. I use Vortex for my mods, if that makes a difference. Do I need to wait until TTW is fully installed before I can mod?

TTW must be installed yes.
We don't support vortex sorry.
It depends on what mods you want to use, there is a list of incompatible mods, and not all NV mods will be compatible.

Will Vortex mods and NVSE effect how TTW works? Cause I just tried to play and it won't properly load the character creation screen from 3. Just keep getting stuck here:

I noticed in one of the other topics that there are a lot of Nexus mods listed in the recommended mods. So do you support the older Nexus instead of Vortex?

Vortex has issues, NMM is garbage.
Mod Organizer 2 and FOMM are supported.

I generally don't install most mods until I'm about to leave the vault, as no matter what manager I use, I get glitches like that. And although it isn't supported for TTW, I've been using NMM with no issues. (Mostly because I'm too stupid to figure out MO2 lol.) Note that not all New Vegas mods will work with TTW, no matter how you install them. Most will, but many won't.

I tried FOMM but I couldn't figure out how to get it to work without NMM or Vortex also handling mods.

I used to use FOMM, but you have to manually handle mods overwriting each other. FOMM installs everything into a physical data/ folder, so depending on the order in which you install things, files will wind up being overwritten, which can possibly result in problems. It also makes it harder to uninstall mods as you need to manually delete mods and rewrite any files that mod had overwritten. MO2 makes a virtual data/ folder, and uses the priorities you assign mods in the interface to determine which mod will "win" when files conflict from one mod to the next. Nothing is overwritten, just not included as part of the virtual folder when the game runs. This means that it's super easy to remove a mod later - just remove it in MO2 and it's gone without affecting any other mods. FOMM also has a setting to manually toggle archive invalidation on and off. Sometimes after installing a mod via FOMM, you need to toggle that to get the mod files working. MO2 has automatic handling of archive invalidation, coupled with the bsa settings in the FalloutCustom.ini file, so archive invalidation never needs to be worried about.
I had to learn to use MO2 as part of playing Fallout 4 since FOMM didn't handle it, but once you've learned how to use MO2, it becomes your preferred mod manager for all the older games as well since it's so much more powerful. It has a slightly higher learning curve, but it's well worth learning.

You can also "hide" files in any mod to handle overwrite conflicts or preferences for textures or models or anything else. It's incredibly powerful in this regard.
Vortex often prevents TTW from operating correctly in strange ways.
