New Character can use PA without PA training perk

So I made a new character due to some mod updates. After fighting the Behemoth in the GNR courtyard, I was able to pick a T-45 set and a T-51 set (courtesy of BONED).

I don't remember doing anchorage,finding AWOP's PA manual, or giving enough tech to the outcast for BONED. But for some reason, I can wear PA already. The odd thing is that I don't have the PA training perk in my current perk list. I did try disabling both mods but to no avail.

Once you have a perk, it doesn't matter what mod gave it to you (unless it's a custom perk from that mod), you now have it. You not only need to disable the mod, but go back to a save made before you added it.

And TTW doesn't give you the PA perk - I've noticed that in my own play-thrus and added a mod for wearing PA without doing OA. So it's definitely a mod on your end.
