Ok I'll try reinstalling the drivers after the holidays and see how it goes. Weird thought (and I know it's not showing of anything) but I don't have problems with water in any other game to be honest.

Games can show bizarre artifacts despite everything else seeming fine. Drivers will often have game specific fixes built into them to cure these (hence the giant size of Windows drivers for video cards). Some time back on my old nvidia GeForce 5X00, I had a game where the hair (and just the hair) lagged not quite two seconds behind the character. It was like I was always being chased by a flying wig. It got fixed in an update to the driver.

Just to be sure, you did uninstall previous drivers proper way with Display Driver Uninstaller and in safe mode?

50% yes ( not in safe mode). Why should I do that in safe mode? Just curious.
