Can't buy sgt rl-3

I cant get the dialogue to buy the mr gutsy from the vendor at the robco facility. I can buy supplies but there are no options to buy the robot. Has anyone else had this issue? What do I do to fix it? thanks in advance.

You've got too many plugins. Once you reach 130, it becomes unstable fast, with each addition plugin multiplying the problem.

Also, what's your karma? RL-3 can't be bought unless it's neutral, unless you have the charisma bobblehead.

Or go grab the charisma bobblehead. I don't normally do so myself (rarely get them all), but one time I did and went out grabbing a bunch of companions I normally wouldn't, like Clover.
