In Fallout 3, there's a huge number of placed, small rocks that have no collision. And there's a large number of them per cell, so much so that when I made a mod that disables their references, load times and cell loading stutters became nightmarish. But if that's the case, I want to see what difference is made when I simply remove the records.
Does FNVEdit work well enough for modifying TTW's .esm files? Back in the day, when I was modding Skyrim, editing the vanilla .esm files with TES5Edit was a recipe for CTD disasters.

I'd say, make a copy of the esm and then try it.
