NPC Difficulty
I just started my play-through of Tale of Two Wastelands as I am a long time Fallout 3 fan. I started the game difficulty on normal but some of the NPCs are near impossible to kill I.E. Super Mutants (of any kind), ghouls (anything above Roamer), mirelurks, rad scorpions just to name a few. I do not remember having to use 30 rounds to kill a base super mutant. If anyone has had this issue and knows how to fix it and could help me that would be great.

You're not using AP ammo.

TTW uses more of a NV balance to creatures and weapons, so the methods used for killing them in NV should be used. For example, super mutants have DT and need armor piercing ammo. Instead of shooting them 100 times with a plain .32 or .308, shoot them 5 or so times with armor piercing 5mm, 5.56mm, or .308. If you find one type of ammo ineffective on an enemy, switch ammo (or weapons). The weapon/ammo choice is more critical to your game than plain Fallout 3.
You also have perks that make certain weapons more effective. You'll need them in TTW. Given FONV does one perk every other level, the TTW temporary optionals comes with a perk every level mod - use it. Limitless Stats (on the FONV nexus) allows you to further increase the number of perks you get each level. I find two perks per level to be good. Three per level is easy mode, and one per level is tough. One per every other level is like insane difficulty.
