I have seen that a new version is coming, is it better to wait for the next version or can i play the current one fully?
also, is there a version history to look at somewhere?

The next TTW version will be "save game" compatible with the current one. So you can start playing now and update to the next one when it's released. If you install the current one, don't forget to also install the two updates available on the download page (3.2.1 and 3.2.2).
About the version history.
Well TTW 3.0 was a total remake of TTW, so the previous versions have nothing in common with the current one. But you could take a look at the 3.x Dev Development logs (be warned they are HUGE):
