Pretty self-explanatory; I'd just entered the tunnels to collect the bobble-head for that location, but as soon as I move a few feet, the game freezes and forces me to hard reset my laptop. I've done it three times now, always in the same spot. It's hindering my progress! Is this an issue with game files, or can I fix it?

I had no trouble getting that bobblehead. It's probably a mod conflict.
It should go without saying, but make sure you've updated TTW with both 3.2.1 and 3.2.2. Install NVAC, make sure JIPLN is the latest, and replace NVSR with NVTF (Tick Fix). Those all increase the stability of the base game.

Though it's not related to the freeze, but rather a way avoid a hard reset.
Create a shortcut to taskkill.exe from the system32 folder. Use the following syntax in the target field: C:\Windows\System32\taskkill.exe /f /fi "status eq not responding"
Put the shortcut on your taskbar, as you won't be able to access the desktop or 'run new task' from Task Manager. If the game freezes, alt tab to another open window (the MO2 locked window works for me). You won't be able to override the frozen New Vegas, but alt tab to another window should allow you to use the window key to open Start Menu. Without closing the start menu, you should be able to run the shortcut for taskkill by clicking on taskbar.

The main TTW3 installer is not the latest, it's 3.2.0. If you haven't already, install the 3.2.1 update, then install the 3.2.2 update. The JIPLN that comes with the installed version of TTW is old, and the latest should be downloaded from nexus and installed over top of the existing JIPLN. NVAC (New Vegas Anti Crash) should also be downloaded from nexus and installed. That's very important for stability. NV is not nearly as stable without it. Then you should install either NVSR (New Vegas Stutter Remover), or NVTF (New Vegas Tick Fix), both from nexus. NVSR has problems with Windows 10 as every update from MS breaks it. NVTF works better on Windows 10. You can use tick fix on any version of Windows, but NVSR doesn't have problems on older versions of Windows, and some people like it better than tick fix. Tick fix is more compatible and is easier to install/setup. NVSR requires different ini settings for Intel vs older Intel vs AMD. Tick fix has none of that.
If you use CASM (which improves saving and is found on nexus), the latest version of CASM doesn't work with the current latest version of JIPLN. You need the next to latest version of CASM (1.8 if I remember correctly).
Doing all of this (assuming you haven't already) should not affect your saves. If you haven't installed NVAC, that alone might fix the problem, and makes no changes to the game itself at all.

I followed the Windows 10 installer video and have 3.2.1/3.2.2 updates, NVAC, and JIPLN plugins. I don't see NVSR in there...I may've neglected it, thinking it was something extra I didn't necessarily need. Just wanted to add, make sure that all the stuffs you are sticking in are working.
NVAC, NVSE, JIP LN NVSE, NVTF/NVSR will create their respective .txt file when you launch the game if they are installed correctly:
Double check via console command especially whether your 4GB patch is working (getislaa, should return as 2):
Of course if you are using the Darnified UI here you can just hover over to the vault boy's icon to check.
