Can't load out of the Vault in Fallout 3

I was able but I can't exit the vault, it's just an infinite loading screen. What are some common bug fixes? My load order is below.

What non-plugin mods do you have installed? Like NVAC, NVSR, etc. Note that NVSR on Windows 10 can have issues for people. If you have problems with NVSR, you might try NVTF (Tick Fix) instead. Also, did you update JIPLN? The version that is installed is old and needs to be updated.
