How to install when I can't run Fo3 Windows 10

So I had TTW running well, but had to wipe and reinstall all of my Beth games. Now that I'm trying to reinstall TTW3.2, I'm getting lots and lots of exclamation-diamonds. I've made it outside of the Vault and am hearing NPC voices so far. I'm using Windows 10, so FO3 won't even start. I'm using NMM as my mod manager and the installer is not building a falloutcustom.ini file in my My Games/Fallout New Vegas folder. Does anyone have any ideas on how I can fix this? As I said, I had it running before the last update, but it was a straight install and I'm not sure why it's not working now. Thank you all for any help you can give!

You don't need to actually start FO3, merely run the launcher to make the ini files. Set the graphics options and then quit the launcher instead of launching the game.
