Can't get rid of TTW (Devs please help me)

So idk why but Steam seems to keep reinstalling all the modified files that TTW made even after I uninstalled FNV, FO3 and cleared out all of the folders in steamapps and My Games. I've been having this problem for the past week now because I NEED a full vanilla reinstall and no one has been able to help me. Literally had someone on Steam tell me to do the same stuff I have been doing and before I could tell them that I did that, they locked the forum topic. Can one of the devs please help me out? I'm at the end of my rope and I really want to play this

Steam doesn't install TTW files.

The only thing that comes to my mind (I just woke up so I'm more zombie than alive though), is that you didn't uninstall TTW using your mod manager before you uninstalled the game. If you don't uninstall mods that were installed using certain mod managers, the mods will still be around once you reinstall the game.
