FO3 mods have to be converted like Roy said.
But those two should work fine, since they are simple replacers and don't require an .esp.
But that also reminded me that Pintocat made a Metro Map replacer using that same image from that mod you linked, I think I edited it a bit and never posted it. I guess I can do it now

The phone screens may or may not work, sometimes Fallout 3 meshes won't work because of havok differences.
