I was able to have Butch and Jericho as followers previously with the CHR bobblehead but recently they've refused to follow me.
I'm not sure where to start with fixing this and I thought my load order was alright but I've noticed that MCM controls only my XP modifier so I imagine it may have something to do with that.
Sorry if this has been covered multiple times before but I can't find an answer anywhere else on here.

Hard to say without a load order, if you are playing 2.9 can't help, if you are using mods/optionals for 2.9 also can't help.

Also, make sure you're not trying to recruit them while you already have another humanoid following you.
TTW uses the FNV recruitment system, so you can only have one human/ghoul/supermutant and one animal/robot follower at the same time.
This limit can be passed by using JIPCCC for example.

Recruit or re-recruit.
I've tested Jercho, I was able to re-hire him with neutral and positive Karma. I can't test Butch, I killed everyone.

Re-recruit, I had recruited Jericho previously to see what his companion perk was.
