Are there any weather mods that work with TTW 3.2 in both wastelands?

You can use Realistic Wasteland Lighting. It has a TTW version.

I'm not too familiar with RWL, but from what the page says on nexus it doesn't talk about rain. Does RWL have any actual weather affects or is it just purely lighting and sky textures.

Lighting and textures. Rain is stupidly heavy so not included.
