tales of two wastelands ctd right before menu

so i have this frustrating problem after i tried installing ttw that i can't seem to find a solution to which is that the game keeps crashing and sending me back to desktop closing down the game once i reach the menu slide that shows what i assume is the player and a dog standing infront of i would guess is new vegas and i have no idea what to do
so ill just list down what i have done already and hope someone got an idea of where i went wrong

i'll start off saying i dont use mods for this so any problem associated with mod managers or anything like it should not be a problem
as for what i did i pretty much just followed the guide here on the website
i started off uninstalling both new vegas and fallout 3
then i also removed any files still left in the steam folders for those games and the folders in my documents for ini files and saves just to be safe
after that i removed all mods i have for fallout 3 so none of those would be in the way either and make sure none of their files where still there
i then reinstalled both games and launched them all the way to menu just to make sure all files was there again
i then installed the 3.2 install without the sound fixing since it takes way way too long and i dont really care about any sound issues since i either play low sound or watch something else

after that i went on to install both update installs for 3.2.1 and 2.2 the same way as the main install as the readme said
after this i installed the jip thingy from nexus mod website since it said that ttw no longer had it mainline anymore however this is the step im mostly worried about since the website does nothing to tell you what to do so i relied on the nexus site and just drag and dropped the files into the nv data folder as it said there clicked overwrite on about 3 files and hoped that was correct
after this i kinda just did a few more things like putting nv on auto admin since im using windows 10
i also checked my load order with loot just to be sure even though i dont use mods for this

other than that i really have no idea whats in the way or what to do :/
so if anyone know what to do please do tell as i really wanna play fallout 3 without the constant shutdown that game has like every 20 min or so and this whole project is supposed to fix that

Don't use LOOT to change your load order. LOOT doesn't understand TTW and can't deal with it.
Can you post your current load order without any mods ?

If you are not using a mod manager at all, launch the vanilla launcher for NV. Select DATA FILES button, then make sure all esm are checked. Do not check the load loose files box.
