Does this disable preorder dlcs

At the beginning it said they were disabled and to enable them one by one but after clicking on one the menu disappeared and it never gave me the items from the dlc I selected.

Yes, the dlc preorder items were disabled until you leave Vault 101 or Doctor Mitchell finishes his evaluation of your character. You will then be presented a menu to choose which dlc preorder items you want. I have done several TTW 3.2.2 runs already, the menu works every time and I get all the selected preorder items.

well for me it disappears the second I select a single one and then never comes up again and doesn't even give me the items from the one I selected

turns out it was because another mod was causing a pop up directly after
