Okay, I made an account for this one problem.
After I started broken steel, I went to the Mojave to do the sierra madre casino dlc and it was working good and perfect. I complete the dlc and went back to DC and HUGE amount of people aren't talking... I can make conversation and my subtitles reads what they say, but their voices are gone. I hear nothing and my volume is 100% in the settings. I can still play the game just fine, the work perfectly except they don't make sound. Here is my load order/mod list

These are all TWW supported mods, they might be bit out of date but they still work
I also have pipboy re-texture mod which is not in my load order, but was downloaded into my fallout folder.
I have a pip-boy mod that changes the light to a different colors (blue)
That's all I know for mods, I might have more, but very unlikely.
