Start in wrong location.
Game kept starting at the doc's. I checked for conflict in NvEdit. I reinstalled at least 3 times. The last time i noticed that i was getting the ini read error. I believe it would not change the ini's properly during install. So I manually edited the schargenquest in the ini to match the fallout3 ini, that finally enabled me to start correctly.

This edit is not needed, your antivirus is probably deleting the TTW_NVSE.dll plugin which is required for TTW. Move your game out of program files, run the installer as admin. Please view the video on how to install TTW.

I have not put any game in program files for a long time. Can not find any indication of McAfee deleting it.
Where would i look to see if the dll is missing?
I have followed the installer video every time. I had it working before the 1st patch, but it would not let any of the patches work. The last 2 try's I was able to get the patches to work by running them through MO 2.(followed recommendation from here)

I found the dll. it is there. under nvse/plugin's.

If it's working correctly you cannot start in doc mitchells, it's impossible as the code is patched. The NVSE dll's are being blocked.

Yep. I disabled my internet,disabled McAfee. Reinstalled blind. Presto, it worked. Thank you.
