So I don't know if it's a mod conflict or what but the F3 charisma bobblehead makes it so the karma requirements for followers are removed.. so I went to buy Sergeant RL-3 (messiah karma) and he says Sergeant RL-3 doesn't like the look of me.. I'm not sure if the bobblehead change is part of TTW or not but anyways...

If you have Dogmeat or one of the other companions like Rex or ED-E that count as creatures you have to dismiss them, and then you can hire RL3.

JIP command and control has unlimited companions and the only fallout 3 companion I have currently is jericho. I have all the NV companions.

I can't reproduce this issue.
I can buy/hire RL-3 after getting the Charisma Bobblehead with both good or bad karma.
My suggestion is to try and use FNVEdit to check if any other plugin is editing the hiring process.

You are also using incompatible modules of Project Nevada (Rebalance, Cyberware, Equipment). Check the incompatible mods list before installing mods.

I also use JIP CC&C, it's unlimited companions has nothing to do with the hiring procedure of RL3. As others said you also have incompatible mods in your LO.

The follower limit of JIP CCC works by changing the critter or humanoid hired flag dynamically when in dialog with whoever you're hiring, but in the case of RL-3 and Rex, you talk to Tinker Joe and The King, not them. So JIP CCC can't set the flag for unlimited companions properly for their initial hiring. You can fire Rex, ED-E, and Dogmeat, then hire RL-3 and then hire back other critters.

This did it. Sent ede and rex back to megaton and now I have RL-3 and rehired ede and rex. Problem solved. Edit: Spoke too soon... as soon as I hired RL-3 and fast traveled to megaton and left megaton, tinker joe and the protectron spawned in next to me and ran off, keeps happening.. so I killed tinker joe outside megaton.. crazy wolfgang was nearby and turned hostile.. reloaded a game by robco after hiring and killed joe and his two bots. Didn't want to kill them but hey... I didn't lose karma at least.
